PPI will be inspecting properties to ensure downspouts, sump pumps & basement floor drains are not connected to the sewer system. PPI has numerous time slots available for residents to choose from, including evening appointments. Infiltration and Inflow (I&I) is a persistent problem for all municipal sewer providers and UMJA has battled it for many years. Over the past four years alone, UMJA has spent approximately $6,200,000.00 in collection systems to eliminate sources of I&I. Our efforts in lining projects, smoke testing and placement of several flow meters collecting flow data in the streets has led us to where the potential I&I is taking place. The next step is to find the illegal down spouts, floor drains and sump pumps directly connected to the Sanitary Sewer in lieu of the Storm Sewer.
To address this serious matter, the UMJA Board approved Performance Pipelining Inc. to begin inspections of properties connected to UMJA’s sewer system for illegal sewer connections. UMJA will begin inspections on properties located where identified I&I issues have been documented. The regulations provide that if illegal hookups exist or leaks are present, the owner must remedy them.
Section 11-D of the Rules, Rates and Regulations Inspection of Private Sanitary Sewer Facilities 1. All Private Sanitary Sewer Facilities situate on Real Estate which are connected to and served by the Authority's System are subject to such inspection and testing as the Authority shall determine from time to time to be necessary to promote the general health and welfare of the public and the business of the Authority pursuant to the powers granted to the Authority by all federal, state and local laws including, but not limited to, the Pennsylvania Municipality Authorities Act. 2. The Authority, its employees and agents, in performing their duties and authorized functions under these Regulations shall be empowered, subject to the requirements set forth below, to enter upon any Real Estate between the hours of 7 A.M. and 7 P.M. Monday through Friday (unless Urgent Circumstances require otherwise) for the purpose of determining whether any Infiltration/Inflow Source exists on such Real Estate by means of visual inspections, closed-circuit TV, dye and/or smoke testing, pressure testing, electro scanning, and/or other accepted inspection and/or testing methods. The Authority shall first seek permission from the owner or occupier of such Real Estate to enter into any building or perform testing that could cause any intrusion into any building thereon for the purpose of inspection and testing. No inspection or testing of the interior of a building shall be conducted unless the owner or occupier of the Real Estate or his authorized representative is present at the time of inspection or testing or unless granted by court order.
